found it my self, host = http://78.46.76.67/ut3/
user = upload
password = upload

This below need's to be added in the UTEngine.ini section [IpDrv.HTTPDownload]

[IpDrv.HTTPDownload]
RedirectToURL=http://78.46.76.67/ut3/
ProxyServerHost=
ProxyServerPort=3128
UseCompression=False
