Default is 10,000, which is just shy of 10KB/sec uplink from your connection.
With that said, sure, your 1mbit would be saturated after 10 players get on. You can lower it to say 6000, which would then pump out about 96KB/sec for 16 players. Depending on overhead and if this is cable or dsl, it might have less than 1mbit upload, you might want to either cut a few users maximum or possibly play around with the tickrate.
Tickrate should be 30 as a default, lowering it will cause issues with the way projectiles will hit the targets in game (ie aiming and killing will require more leading than full head-on accuracy).
Personally, with a 1mbit uplink, I would just leave the tickrate at 30 (default) and then make it 12 players with 7000 maxinternetclient rate. This way you have a little surplus uplink so its not maxed out. If you max out your uplink latency will rise through the roof!
