Well I searched and didn't come away with a clear answer. So here's my question.
If "AllowDownloads=True" and redirect is set up. Will it look to download from the server first or from the redirect?

The client will attempt to download files from the redirect first, if a redirect is configured. As an additional note, the AllowDownloads setting has no bearing on whether clients are allowed to download from redirect. If the server has a redirect configured, clients are always allowed to use it, regardless of the AllowDownloads setting.

OK next question. Were getting alot of the speed hack detected warnings since the patch. Any sugestions on how this section could be changed to prevent this. Other than making them coments. It's an IG server 145/35
[Engine.LevelInfo]
MaxTimeMargin=1.0
TimeMarginSlack=1.35
MinTimeMargin=-1.0

from patch read me- added MaxTimeMargin, MinTimeMargin, TimeMarginSlack configurable properties for tweaking speedhack detection to [Engin.LevelInfo] section of UT2004.ini

When this happens (Quite a bit lately) it accuses everyone on the server. Even if everyone there has been so for at least a game or so.
BTW: Thanks for the reference article. It's a great resource for peeps like me.

What is the format for specifying Options? I'm trying to turn on Translocator for LICTF as follows:
GameConfig=(GameClass="XGame.xCTFGame",Prefix="CTF ",Acronym="CTF",GameName="LICTF [LowGrav/InstaGib]",Mutators="XGame.MutInstaGib,UnrealGame.MutLowGra v",Options="Translocator=True")
Why doesn't this work? Is there something else I need to do?
Thanks for all the help I've already received by reading the tutorials!!!

Well if anyone else was wondering about this too. Here's a quote from frogger187 over on Atari's forums.

bNeverPrecache=false
bShouldPreload=True
bDesireSkinPreload=True
bKickLiveIdlers=False
MaxTimeMargin=1.000000
TimeMarginSlack=1.150000
MinTimeMargin=-1.000000
from Steve Polge:
"If you are seeing false positives, you can try adjusting the TimeMarginSlack parameter (in [Engine.LevelInfo], defaults to 1.35 - higher values should reduce false positives (but may also hurt speed hack detection).
To turn off speed hack detection entirely, set MaxTimeMargin to 0 (also in [Engine.LevelInfo])."
