Default Anti TCC v1.10 beta test

Well it's a slow news week. So here goes.

Wormbo did some work on his anti cheat add-on for UT2003: Anti TCC. But he needs your help on beta testing the two new versions (normal and light).

So please download the beta versions and provide Wormbo with some usefull feedback.

Added ConfigManager support.
Hopefully fixed incorrect detection of a NetSpeed cheat with certain Netspeed settings.
Worked around a bug which made backslashes in the Checks FName disappear when using the webadmin interface.
Made minimum allowed NetSpeed configurable.
Made URL for the kick dialog's "More Information" button configurable.
Log timestamps are also used now if the custom log file is disabled.
Simple Log Mode now not only logs the time when the log file was opened, but also when the match started.
Fixed the ShowIDs console command and added more detailed output if it's used by an admin.
