Default What's Buggin?

For whole night I created and edited my command line. Now I think I should ask you guys for help.

They server just doesn't appear on the list
I got this command line from running the server from game and then copying from the log.
I have checkout wiki, the *good* tutorial, and these two posts[ good ideas though], but they havent help, or should I say, showed any some significance.

I have forwarded all my ports between 7k to 30k, just for reassurance

I also tried the command line from the tutorial. Through that query, atleast am able to enter the server[manually adding IP] and logging into admin section, but the server do not advertise itself on the list. By the way, I have to enter my local IP to access my admin section on browser.
