has this been done? anyone know of a way to do it without enabling php's exec() function?

Afaik you always have to use exec() anyway (either by calling a script or the ucc directly).
The only way this could be avoided is if someone actually made some sort of php class+extension which could handle the server by itself, thus you would only have to call the methods from such class instead of using exec().
