Custom Maplist Setup?

Ok I am a real noob to the UT2004 server admin stuff.

My question is, how do you setup a custom maplist?

I just rented a server and the webadmin will not let me change maps or even create a custom maplist. It has the ability, but it doesn't update. On the webadim interface all my maps are under the "Maps Not In Cycle" column.
When I move them to the "Maps In Cycle" column and save they move back to the "Maps Not In Cycle" column.

My server is stuck on one map. Is there another way I can set this up? Or am I just doing something wrong?
