too lazy to check out the link , but u do know a new ut is already being made, with the unreal 4 engine, pre alpha ether has already been released or will be soon, dont remember

looking for someone who can make the COD4/R6 RavenShield weapon called the Skorpion/PistolCZ61 that fires sniper rifle bullets with the minigun's rate of fire (or faster). Looking for this weapon in UT99 And UT2004. Message me if you think u can help (RavenShield uses Unreal Engine 2 so its easier to extract the model)

I got a reply on epic forum and I read its $20 a month, pretty cool anyway, $20 a month, thats how much the game dvd used to cost and a one time fee.

It's $20 a month for the editor/ability to create custom content for the game. The game itself will be free for players.

I was wondering if any other tools would work for UE4 instead of going with the $20 workshop that's for UE4, no one answered that yet. :$

That fee is for git access to the code and for the editor.
I don't know, but it may be possible that you can signup for 1 month and then cancel and then just catchup for updates now and then, rather than paying each and every month.
I doubt whether any other tools would work. You would need to know how fork a git clone locally and use UE4 to build stuff.

You can do that, even Epic stated so on their forums. I couldn't find it, but I do remember reading it.
If you can make your mod/map/content in a month or less than all you need to do is pay for one month.
The catch here is though, you get the option to sell your content. So if you make good content that everyone wants you could make money off it. That is why you have to pay to make content.

Interesting idea. I don't really think I'll have the time or energy to get involved in it at the moment though.
