K I got this tool ModosUtilityV21. Among other things I can add a logo to my server at the start of each map. Here are the instructions:

Howto make your own logo texture package guide.

1. Logo modification
Open your logo with some grahics editor and modify it to 64x64 (recommended),
128x128, 128x64 or 64x128 pixels and 256 colors.
Save it as PCX file.

2. Logo import
Run Unrealed.exe, click on Texture Browser button on toolbar, select
Import from File menu and open your PCX logo file.
In Import Texture dialog set Package to something like MyPackage, Group
to nothing and Name to something like MyLogo.
Uncheck Generate MipMaps flag and if you want masked logo check Masked Flag.

3. Saving
Select Save from File menu and set filename to same as you set in
Import Texture dialog to Package.
Copy it to server's Textures directory.

4. Finish
Ok you now have you package with logo texture now set LogoTexture in
MODOSUtils SplashLogo config to Package.Texture you created and
add your package to ServerPackages.

K so I successfully created a utx file with my logo, named it Sinpackage.utx and put it in my server's texture folder. SiN happens to be my clan's name.
When I created the utx I named both the package and the file the same name.

Then I added to the server UT ini file:

ServerActors=MODOSUtilsV21.SplashLogoSA (required for it to work)

ServerPackages=MODOSUtilsV21

ServerPackages=Sinpackage

[MODOSUtilsV21.SplashLogoSA]
LogoTexture=Sinpackage.Sinpackage.utx
LogoDrawTime=6.0
CaptionLineOne=
CaptionLineTwo=
CaptionLineThree=
CaptionLineFour=

Here is how he says to configure it:

And SplashLogo configuration - add the following section to the
same server .ini:
[MODOSUtilsV21.SplashLogoSA]
LogoTexture=logopackage.logotexture
LogoDrawTime=6.0
CaptionLineOne=
CaptionLineTwo=
CaptionLineThree=
CaptionLineFour=
(replace logopackage with name of your package and logotexture with name of your texture)

The logo doesnt happen. What did I do wrong?

Just remove the .utx so the line reads:

LogoTexture=Sinpackage.Sinpackage

That should do it, remember to save it as 256 colors or it won't display either.

Ok thx, I did that and I also made sure it was 256 colors again. The only way I was able to make sure was to set it to Indexed Color in Photoshop. So I did that and resaved as PCX then reconverted to utx then put back in the server texture folder and still no dice.
I'm still going over it to see what else I may have done wrong.

Hmmm, maybe it just wont work with the latest Pure:

SplashLogo - Allows you to display texture (logo) at begin play.
If you don't know how to create UT texture package
with logo see LogoHowto.txt.
It will NOT show logo on servers with UTPureRC5b,
but should work with UTPureRC5b2 and later.

This was made before the last Pure was put out.
