I had the files redirected and locally sent, still get the same error.

I tried both True and False for OSCare & ForceNativeSpawn, nothing works.
I get the files [cached] from the redirect or from the server locally, UT crashed every time with the same Critical Error.
Server is Windows XP Pro sp1
Original UT with all patches & upgraded to UTPG 440.
System has run fine "No Crash what so ever"! in 2+ years.
So my question is How do I get the files to "Self-Install" after downloading with out the Critical Error ?
We want to add this to our public server, but I will not unless I can be sure that this will "self-install" for all of our "windows" members.
