Speed hacks (deliberate manipulation via the commandline) can and do happen in some mutators such as strangelove where the player can move far faster when riding a rocket.
There also seems to be some evidence a speedhack upsets the player model and makes them laggy and hard to hit, but I'm not 100% sure on that.
You're absolutely right in saying the vast majority of detected speedhacks are due to cpu throttling, though.

The author no longer updates this, though he does still visit the forums sometimes. The source has been released in the last version, UTDCv21. That'll be a good place to start.
You can also get more support/help with it if you went to the UTDC forums, they are hosted here as well.

how can i contact the creator of UTDC ? or the guy who is updating it, even if the creator doesnt work for it anymore.
i want to know if he is up to code utdc comatible to Win7 ? I would also pay for this via paypal Oo
im tired of switching all the time the OS for playing ut on utdc servers

yes because probably like me you use Windows 7 in 32 bits.. it doesnt work in 64 bits..
