Surely you could just use a simple script to do http requests to the UTAN ban manager URL. If you did this for a UTAN user you set up with no local bans you'd just get the globals. It'd also only give you incremental updates so would be very little processing required after the first time.
The code for the request/authentication and the response is all in the UTAN Ban Manager serveractor.
